Our Vision
Strategic Goals

Formulating the general policy for the ministries, authorities and institutions related to youth and sports matters, particularly those concerning the development of youth and sports affairs as well as setting the policy on youth relations in the Kingdom of Bahrain with relevant international organizations and bodies, participating in international conferences, and establishing the policy for creating the specialized facilities for youth and sports sectors and follow-up their implementation, all within the general policy of the State.

Empowering the youth to play their role in the public life and integrating their efforts into the comprehensive development programs.

Issuing licenses for the establishment of youth and sports bodies in coordination with concerned authorities. The Council may delegate the Ministry of Youth and Sports Affairs or the General Sports Authority to issue these licenses.

Organizing awards, incentives and other forms of material and moral encouragement in the fields of youth and sports.

Developing national plans to uplift the youth and addressing the challenges they face in all spheres, along with focusing on the athletes and all their affairs, to achieve progress and achievements.

Approving projects aimed to prepare and provide leaders in the youth and sports sectors.

Activating the principles of the National Action Charter and the Constitution related to the physical, moral and mental development of youth, and establishing the appropriate mechanisms in coordination with the ministries, authorities and institutions in the Kingdom, in matters related to the youth and sports sector.

Monitoring the implementation of the general policy in the youth and sports sector, evaluating it, and providing observations, proposals and directives to the competent authorities.

Proposing amendments to legislations, expressing opinions on draft laws, regulations, and decisions related to the youth and sports, and recommending the necessary draft laws and regulations to promote the youth and sports sector.

Following-up the implementations of laws, international conventions, regulations and decisions related to the youth and sports sector, and tracking the implementation of the programs approved in the government plans and programs related to the youth and sports sector.

Participating in the government committees and Councils formed by the government concerning the youth and sports matters.

Representing Bahraini youth in the international forums, conferences, meetings of Arab and international organizations concerned with the youth affairs, and working with them to enter into cooperation agreements and joint programs directly or through a Council-affiliated entities.

Conducting studies and research related to the youth and sports sector, collecting information, data and studies related to them.

Holding conferences, seminars and discussion sessions to address topics related to the Council's competencies.

Raising the society's awareness about the role, rights and responsibilities of the youth and the importance of investing in them through the use of appropriate mechanisms and the importance of supporting the sports sector for its constructive impact on society.

Issuing reports, bulletins, magazines, and printed and electronic materials related to the Council's objectives and competences.

Supervising, monitoring, issuing recommendations, directives, and decisions to the government entities serving the youth and sports sector, where it deems beneficial for advancing this sector.

Reviewing the proposed budgets from the Council-affiliated entities for implementing its decisions and projects, expressing opinions and approving them in preparation for their adoption in accordance with applicable regulations.

Considering all matters referred to by the Cabinet of Ministers that fall within the Council's competencies.
Policies
Hosting Youth and Sports Events
Hosting and organizing major sporting events has become a competitive industry with many countries of the world willing to do the impossible in order to obtain the right to organize such events. Such events play a major role in reflecting the capabilities of the hosting country before the international community in addition to other substantial positive effects on the nation such as benefits to the national economy and the opportunity to develop youth through participating in the management and organization of such events.
Leadership Development
Nurturing and developing leadership skills of young Bahrainis is a vital element for sustainable development and will contribute positively in the development and prosperity of the Kingdom.
Planning the Life Cycle of an Athlete
Sports scientists have reported that there are critical periods in the life of a young person in which the effects of training can be maximized. They have also concluded that it can take anything from eight to twelve years of training for a talented athlete to achieve elite status. This has led to the development of the Long Term Athlete Development (LTAD) model, which identifies appropriate training aims at each stage of the athlete.
Administrative Professionalism in Sport Institutions
To achieve our vision of administrative professionalism in our sport institutions, it is a necessity to improve the organizations that play a direct role in producing talent. These organizations such as sports clubs, federations and youth clubs should adopt the most modern and sophisticated methods of administration in order to facilitate the process of achieving this vision and to remain competitive in the international arena.
Facilities For All
Sports facilities play a vital role in the community, they are established in order to equally serve citizens and residents, and play without doubt a multi-purpose role; athletically, socially, and economically. The existence and development of such facilities in addition to continued maintenance; helps keep up with population growth and meet the needs and requirements in a suitable place and environment to encourage and ingrain loyalty and community development for these facilities. This policy aims to create a comprehensive and integrated plan to maximize the use of all sporting facilities providing a means and an environment for people to get active and succeed.
Sports for a Healthy Lifestyle
This policy focuses on sustainable long term development, stability, growth and prosperity for our citizens through spreading more awareness about sports culture. It covers areas such as wellness, school sports and sporting facilities in the community and helps to ensure that people are regularly playing sports . Our aim is to inspire and encourage more people to get active and reach their full potential in sport – ultimately, to make sport a way of life for all by breaking down the barriers that, until now, prevented people from continuing their interest in physical activity. Our ideal would be to see more people, more active, in more places and more often.
Increasing the Awareness of Sports Culture Among Women
Our aim is to empower the role of women in the sports field, promote awareness among the society members on the importance of getting active, provide a safe and stimulating environment for women, advance women’s productivity and prepare the new generation to lead a healthy and fit lifestyle.
Insure the Right of Children to Participate in Physical Activities
The Kingdom of Bahrain has made great achievements in the areas of child care and their human rights, where it recognizes the right of every child to enjoy a standard of living adequate for the child’s physical, mental, and social development. This policy is in line with Article 31 of the UN convention on the rights of the child which states “Children have the right to relax and play, and to join in a wide range of cultural, artistic and other recreational activities”.
Empowering and Involving the Disabled in Youth and Sports Activities
The Kingdom of Bahrain has made great advances in providing opportunities for the disabled, which is in line with the most advanced countries in the region; however, there is still plenty of ambition for this category and one of the major aims of this policy is to provide an environment where disabled individuals can actively participate in sports and other physical activities and represent the Kingdom at the international level.
Private Sector is a Strategic Partner for Youth and Sports
The Private sector is one of the most important and under utilized entities that can contribute directly to the prosperity of the Youth and Sports sector. With the help of the private sector this policy aims to lay the grounds to increase its participation in the development of the Youth and Sports sector. Furthermore, improving this sector is expected to have a positive impact on the national economy especially through the development of the Kingdom’s capability to host major sporting events.
Create and Develop Legislations to Support and Improve Youth and Sports Sector
Sports legislations played an excellent role during the late years of the twentieth century, when most states were keen to include provisions in their constitutions addressing the importance of sports and reflecting the state’s commitment to treat it as an educational mean for youth. Law forms the basic foundation within the youth and sports movement; Whereas, the most important goal of youth and sports education is to bring up a sound generation that embraces good morals and behaviors. Therefore, the need emerges to synchronize and make efforts regarding the promotion of dedicated legislations for the youth and sports sector.
